The populist Washington based weekly has obtained a copy of a docuement filed by Special Agent Gary J. Mayer of the NIS regarding information collected by an informant on an unnamed southern California patriotic group and the Militia of Montana [MOM] , one of dozens of civilian militias that have been formed across the country in the wake of attacks on the Second Amendment rights of American citizens - the right to keep and bear arms. It is UNLAWFUL {emphasis added} under federal law for intelligence agencies, other than the FBI,for Miliatry organizations to conduct domestic surviellance {ie-spying} operations. POSSIBLE VIOLATION Whether the law has been violated in this case rests in a "grey area" according to some experts, because the NIS is claiming it became involved because there was an alledged attempt by the groups to recruit military personnel for membership. Rod Miller, Special Agent in Charge of the Los Angeles District of the NIS, confirmed to The SPOTLIGHT that the docuement obtained by this newspaper is GENUINE {emphasis added} and that it had "been leaked by someone". Agent Miller also confirmed that Special Agent Gary J. Mayer was, in fact, an Agent serving under his jurisdiction. The report zeroed in on MOM, which apparently produces brochures that were handed out at a meeting of an unidentified patriotic group in Inyokern, California on Sept. 12 {1994}. The brochure, the Mayer report stated "lists various presidential Executive Orders, calling them "executive Orders of the New World Order". In addition, according to the report, "Source advised that this group [MOM] aledges that individuals who have attained power in the United States belong to one or both of two groups: (1) the Trilateral Commission or (2) the Council for [should be "on"] Foriegn Relations. Source provided a partial copy of what he described as a chart which lists ALLEDGED MEMBERS {ed-emphasis} of these two groups ... Some of the names contained on the list include President Clinton, former President Bush, John D. Rockefeller, [former Secretary of State} George Shultz and [Secretary of State] Warren Christopher. The core belief of this group [MOM] is that these individuals who have come to power are being directed by these groups ..." {ed note- NIS is now recruiting from the far left of the Bell Curve}. The report's "identity protected witness" described the California group, whose members the source said he was told, "do not call it by any name so that they would not be targeted by the U.S. Government {ed- and handily, the NIS can't be charged with spying on a group that can't be ID'ed, - a NIS "deniability" strategy} ... espouse opinions which border on SEDITION. {emphasis added} The SPOTLIGHT has obtained a copy of the MOM brochure that was distributed at the California meeting and which was attached to the Report as "Exhibit (1)". It accurately lists and describes various various Presidential Executive Orders, which allow the civil rights of American citizens to be suspended under a declared national emergency.{ed.note-and turned over to FEMA} The brochure is aptly titled, Executive Orders for the New World Order / What You Should Know. When MOM, which is based in Nonon, Montana, learned that it was the subject of the report, the militia group prepared a packet of material regarding its activities and dispatched them by Priority Mail to Special Agent Mayer. Similar information, along with the secret NIS report, were sent to the FBI {ed-hi Cleveland & Detroit Field offices} , U.S. Rep. Pat Williams (D-Mont) andsenator Conrad Burns (R-Mont). The SPOTLIGHT was told by a MOM spokesman that the militia group had been contacted by the FBI, which inquired about the NIS report and which apparently had been in contact with the NIS about it. The SPOTLIGHT has been told by sources that both Rep. Williams and Sen. Burns are making inquiries about the NIS docuement, which was described near the top of the first page as a "Special Inquiry".
