Ackerman, American Law Division Abstract: On March 24, 1999, a judicial panel of Britain's House of Lords issued a precedent-setting ruling that General Pinochet of Chile has no immunity as a former head of state from arrest and possible extradition to Spain for trial on alleged human rights abuses. The panel, however, substantially narrowed the scope of the charges for which Pinochet might be extradited and directed the Home Secretary to reconsider whether Spain's extradition request ought to be allowed to move forward.
