This report considers specifically the work of the President's Advisory Committee on Consumer Protection and Quality in the Health Care Industry, legislative proposals, and proposed regulations of the Department of Labor. Several bills have already been introduced in the 106th Congress to address this issue. The Patients' Bill of Rights, H.R. 358/S. 6, the Patients' Bill of Rights Plus Act, S. 300, and the Patients' Bill of Rights Act, S. 326 each provide for new grievance and appeals procedures.
