Pension for federal employees are provided mainly through two programs, the Civil Service Retirement System (CSRS), which was implemented in 1920, and the Federal Employees Retirement System (FERS), which began operating in 1987. The report describes the process by which retirement annuities are financed under both systems and discusses the budget and policy implications of proposals to reform the financing of the CSRS to bring it into conformity with the practices used to finance FERS annuities.
