Abstract: Much of the Iraqi civilian population is suffering from shortages of food, medical care, and infrastructure damaged by the 1991 Gulf war. This report discusses these shortages, and what the "oil for food" program is doing to alleviate them. It discusses the conflicting views about the extent and cause of the civilian suffering and the reliability of the available data.
