------------------------------------------------------------------------ [Image] NACIC CIEN 3-95, 6 December 1995 ------------------------------------------------------------------------ Item: Counterintelligence in the Mission Based Intelligence Budget (MBIB) The DCI-through the auspices of the Executive Director for Intelligence Community Affairs and the Deputy Assistant Secretary of Defense for Intelligence and Security--has initiated a new budgetary process for fiscal year 1997. The MBIB specifies counterintelligence (CI) as one of four "mission areas" of US Intelligence. The remaining three mission areas are Support to the Military, Support to Policy, and Support to Law Enforcement. Program Managers associated with the National Foreign Intelligence Program (NFIP) will be expected to articulate how funded capabilities and proposed initiatives support these four mission areas. In his role as the DCI's Issue Coordinator for CI, the Director of the National Counterintelligence Center (NACIC) has been assigned responsibility for the CI mission area of the MBIB. Tasking from the Community Management Staff includes defining the national CI mission and assessing the contribution made by NFIP programs to complete the national mission. This is an evolving role for the NACIC, and future updates will inform the CI community of developments relate to the intelligence budget process. STATUS. Decisions related to the structure of the MBIB will be worked out during December 1995.
