Can a jar of standard PF substrate sterilized with the lid band side DOWN remain viable indefinitely, or would factors render it inviable over time?

If the latter is the case, what are the factors and at what point should the substrate be discarded and replaced?

if the holes are taped shut so it doesn't dry out, it should be good quite awhile, several weeks if not months.
better if kept cold.
the core problem besides drying of the substrate would be the possibility that if even just a couple bacteria survived the sterilization, they would eventually multiply and ruin the jar.
