That's a very good understanding of a very obscure concept -- this "Active Measures" concept. Basically, "active measures" is simply a Soviet term for trying to sway opinion in another country. CIA Director William Casey was concerned about that. "Active measures" really involves activities that are totally legal: the manipulation of the media, propaganda, this type of stuff. Early in the [Reagan] Administration, Senator Jeremiah Denton, who was an extremely conservative senator, had hearings on the FBI guidelines. And he said that what was missing from the FBI's arsenal of weapons was material to be used against people who have not been shown to have committed any terrorist act, but who ultimately represent a threat to the safety of the American People. And what he said was: "Many share the view that support groups that produce propaganda, disinformation or legal assistance may be even more dangerous than those who actually throw the bombs." And the following year, the Director of Intelligence of the FBI said: "We at the FBI take this `active measures' concept so seriously that we regard it as a form of terrorism, and therefore, we will hunt, as terrorists -- using all the tools available to us in a real terrorism investigation -- people whom we feel are `active measures' agents." And basically, Congress SIMPLY LET THAT GO BY. Interestingly, one Congressman during those hearings in which Denton made the statement and in which this concept was discussed ... this was Congressman Romano Mazzoli. He said: "The type of `active measures' that are being cited here by the CIA and the FBI sounds very much like a political campaign to me. These are the things we use in American political campaigns, if you just drop the `communist' part of it. This is really an effort to influence American public opinion, which is part and parcel of normal political activity in this country." But Mazzoli had a minority voice. Congress approved this activity. They did not challenge the FBI's use of the "active measures" concept which turned this whole investigation into a terrorist investigation. That was Congress's role, EARLY. LATER, the oversight committees, of which there were really two (there was the Subcommittee of the Judiciary Committee in the House and there was the Intelligence Committee in the Senate), asked the FBI about what was going on with the Bureau's investigation of Central American [U.S. support] groups. And the FBI said: Oh Yeah, we're doing a little bit. But when the documents came out in 1988 and showed what a MASSIVE, widespread investigation this was which ended up with putting more than a hundred thousand names of people in "terrorist files" (about fifteen hundred organizations), I was then told by a staff member of Congress: "They lied to us! We had no idea it was this extensive!" Finally, after this all came to light, Congress called the FBI to task and asked for an investigation. Congress was told a bunch of documentable and demonstrable falsehoods by the Director of the FBI. And the Congress simply chose NOT to pursue it! And I find that very distressing. I can tell you that they are falsehoods because I am privy to about eight thousand pages of FBI documents which BLATANTLY contradict a bunch of things that the FBI told Congress. GARY NULL: So let's put this in summary. What we have is: for eight years -- minimally, and probably continuing -- we have an overly reactive, paranoid, self-protective concept that anyone who shares a position that the FBI deems is threatening to its political stability is then construed as being "the enemy". In the minds of the FBI -- seemingly incapable of making rational and reasonable decisions -- using misinformation, false information, and whose files now contain more than FIFTEEN HUNDRED organizations, many of which are just common churches (Catholic churches and Jewish synagogues and Baptist churches), more than ONE HUNDRED THOUSAND names, just from this SINGLE investigation, of just citizens concerned enough about human rights that they were offended when babies were killed, death squads of the Salvadoran National Guard and other terrorists were murdering American citizens, priests, etc., that they sought to offer their public dissent against those policies .... those people, innocent, conscientious American citizens are now TARGETS, because as long as your name is in an FBI file, the FBI seems to be intellectually INCAPABLE (maybe that's how they recruit; I don't know) ... but intellectually incapable of making reasonable decisions about REAL threats versus propagandized "public enemy" lists, similar to what President Nixon had done eight years earlier in his OWN campaigns, through the Vietnam War [protests]. And, as a result, these churches, organizations and individuals who became involved, even secondarily, in the Sanctuary and Central American policy issues, are now and have been (at least at that time) under surveillance by various United States Government agencies. And DESPITE the deployment of FBI agents in all of the Bureau's fifty-nine field offices and the expenditure of millions of man-hours, the investigation has yielded, as of today, NOT ONE SINGLE ARREST for violent or terrorist activity by ANY one of these hundred thousand people or fifteen hundred organizations. And instead, you had involved different radical rightwing organizations. You had Congressman Larry McDonald [killed aboard the Soviet-shotdown Korean Air Lines flight 007 plane] compiling one of the largest, most massive private databases comprising what HE considered to be "subversives" .... And I know that for a fact because I challenged him. I had dinner with the man. I asked him: "Are you creating a `subversives' databank?" He said: "YES! It is in the public interest." (to be continued) * * * * * * * * * * * * * * As I see it, the best way that you and I can reap a harvest from the seeds of realization that are being planted here is for each of us to join together to combine our individual strengths into one huge arm powerful enough to wield the awesome sword of the law, forged in Constitutionality, against the totalitarian forces who are subverting our Government and gradually herding us all into subjugation.
