The fix exists but was not installed. It will be installed before next month. Causal: The "A+" news at Duke and mcnc reformats header lines. This is due to reformatting **"B" format articles**, not due to conversion between A and B format. Theoretical: (mostly flame): There is *no* B news documentation that says what A+ news is doing is incorrect. I find it ironic that A transfer format was fairly precisely defined at a time when there was only one format and only one news program. (A transfer format explicitly uses ctime(II) format.) Now comes "B" format, defined mainly by how B news happens to work. (Steve Daniel and I are partly to blame for not taking an interest in defining the new format.) A+ news attempts to support the RFC-733 standard for B format articles. Unfortunately, we misinterpreted part of the standard. On the other hand, B news doesn't support RFC-733 either. I found the frustrated tone of sdcarl.288 understandable, but I do not consider us to be the guilty party.
