However, it is only the inefficiency of our governments that protects our liberties. Efficient government would presumably try to enforce all of its laws. For example, adultery is illegal nearly everywhere - when was the last arrest? A city near here (North York) about three years ago managed to make sex illegal. Can you imagine the mess if the government was as efficient as, say, DEC?
