My own study, and conversations with a number of insiders, indicates the following provisional conclusions: (1) It is a conscious conspiracy, not just "emergent behavior", although emergent behavior has been a part of its evolution and operates at lower levels. (2) Insiders themselves use the term "shadow government". (3) While many or most of the members of organizations like the CFR, TLC, World Bank, etc., may be involved at some level, such organizations serve only a supporting role. They are not central, even though a few of their members may be. (4) "New World Order" is probably not the term used by the shadow government to refer to their strategic plan. It appears to have been invented by conspiracy theorists, and its use detracts from our credibility. (5) The structure of the SG is complex, much more so than that of, say, the Soviet Communist Party, which it most closely resembles. It appears likely that even many of those in the core of the SG are unsure of its organization chart, which may be subject to constant breakdown and reinvention. (6) The SG is a 24-hours-a-day, 7-day-a-week operation. Its important decisions are not made at occasional meetings of organizations like the CFR, TLC, or whatever. (7) The SG has factions. It is not monolithic. It is also fragile, depending on secrecy and fear. If people stand up to it, they more often than not back down rather than risk a confrontation that could get out of hand. (8) There are two major currents within the SG: sincere concern about a perceived threat which feeds on itself, and greed for power and wealth which feels threatened. There is tension between these two currents, sometimes resulting in paralysis or conflict. (9) There are some very real threats looming that support a case for much of what the SG is doing. Not all of it a bad thing for humanity in the long term, if it were done right. The problem is that those thus motivated don't trust the people. Unfortunately, the solutions will require the willing cooperation of the people, a cooperation that cannot be compelled and cannot be sustained through propaganda or deception. There is also a problem of groupthink. The SG operates in an environment that does not permit the kind of open play of ideas that is needed to avoid serious screwups. They are screwing up. This is the single most important reason to reform the situation. WE ALL HAVE TO WORK TOGETHER TO SOLVE THE VERY REAL THREAT TO HUMAN CIVILIZATION. Left to themselves, they are doing to drag us all down to disaster. (10) The core of the SG appears to be in the US and in its intelligence, military, and industrial establishments, even though its reach is worldwide. It suffers from a typical military mentality. Systematic but not very imaginative. Distrustful of true brilliance or independence of mind. Likely to be paralyzed if something totally unexpected occurs, which is very likely. Uncomfortable with uncertainty, and inclined to impose more certainty on a situation than the available information will support. Overly concerned about secrecy, even when dealing with situations in which there is no one from whom any secrets can usefully be kept, to the extent that intelligence doesn't get effectivly used to guide decisionmaking. (11) There appears to be some factional ambivalence within the SG on the matter of disarming the people vs. reviving the constitutional militia. There may be a growing realization that attempting to disarm the people not only won't work, but may very well bring down their house of cards. They are looking with interest on our militia efforts, seeking perhaps to find ways to control it and use it form their own purposes. That might not be an entirely bad thing, especially since control would work both ways. (12) Finally, UFOs and aliens seem to be involved. Perhaps only as a manufactured opportunity/threat, but more likely the people in charge of dealing with the matter are using a real situation to expand their power, perhaps to the extent that those are the core of the SG, even over the key people in the financial community.
