While in strict FBI parlance a COINTELPRO refers to a specific secret and typically illegal operation (there were many thousands of individual COINTELPROs executed between 1940 and 1971) in popular usage the term came to signify the whole context of clandestine political repression activities, several or them-such as unwarranted electronic surveillance-related to but never formally part of COINTELPRO at all. Regardless of its precise technical meaning in "Bureauese," COINTELPRO is now used as a descriptor covering the whole series of sustained and systematic campaigns directed by the Bureau against a wide array of selected domestic political organizations and individuals, especially during the 1960s. p.47 Infiltrators and Agents Provocateurs This widely used tactic involved the infiltration of targeted organizations with informers and agents provocateurs, the latter expressly for the purpose of fomenting or engaging in illegal activities which could then be attributed to key organizational members and/or the organization as a whole. Agents provocateurs were also routinely assigned to disrupt the internal functioning of targeted groups and to assist in the spread of disinformation. Literally thousands of infiltrators were used against the Left in the 1960s. According to the New York Times, the Bureau deployed 316 informers between 1960 and 1976 within the Socialist Workers Party (SWP) and its youth wing, Young Socialist Alliance (YSA), alone. Forty-two of these FBI plants had held office within the SWP or YSA and had thus participated in shaping the very organizational policies which the Bureau claimed it was necessary to investigate; as of June 1976, more than sixty infiltrators were still active within the SWP and YSA. As Ungar puts it, "Critics would later suggest that... informants... recruited during the advanced stages of New Left development, had become classic agents provocateurs, who entered the protest movement at the government's urging and helped stimulate violent incidents which could be used to justify severe, perhaps repressive, police response. In a film prepared for the Public Broadcasting [System] in 1971, journalist Paul Jacobs interviewed three men who insist their agent contacts encouraged them to join in bombings and burnings, or to propose that the groups they infiltrated commit criminal acts. As one of them put it to Jacobs, "The FBI agent... told me to burn the buildings... so that the state troopers would have an excuse to come on campus and crush... the rebellion on campus." Among known provocateurs, one of the more notorious was "Tommy the Traveler" Tongyai, who roamed from campus to campus across the Northeast in the late 1960s, agitating for the bombing of military research facilities, the burning of ROTC buildings, and the like.
