#40011 THE RECORDS OF THE VICE PRESIDENT FOR FINANCE OF THE UNIVERSITY OF NORTH CAROLINA (SYSTEM) in the University Archives and Records Service Wilson Library, CB# 3926 University of North Carolina at Chapel Hill Chapel Hill, North Carolina 27514-8890 February 1992 August 1994 This records group contains the official papers of the senior financial officer of the University of North Carolina (System). In 1933, following the Act of Consolidation, Charles Woollen was appointed as the first Comptroller of the newly organized Consolidated University of North Carolina. As such, he was responsible for the University accounts, investments, the administration of the utilities owned by the University of North Carolina at Chapel Hill, the preparation of the biennial budget, and the maintenance of the buildings and grounds and capital improvements on the three campuses of the University. Following Woollen's death in 1938, William Donald Carmichael, Jr. was appointed Controller of the Consolidated University and assumed the duties formerly assigned to Woollen. In addition, Carmichael became active in fund-raising and other development activities, working with the campus-based foundations, i.e., the Business Foundation at Chapel Hill, the Textile Foundation at North Carolina State College, and the Home Economics Foundation at Woman's College. As the state-wide system of higher education in North Carolina evolved, these activities were assimilated by the development offices on the respective campuses; and the senior financial officer became responsible for the fiscal well-being of the entire University system. The Vice President for Finance has ultimate responsibility for the financial affairs of the University. The title of the office has changed several times since Charles Woollen was first appointed. The individuals who have held the position and the titles assigned to them are listed below. Charles Woollen Comptroller 1933-1938 William Donald Carmichael, Jr. Controller 1938-1951 Vice President and Controller 1951-1954 Vice President for Finance 1954-1961 Alexander Hurlbutt Shepard Business Manager and Treasurer 1961-1965 Assistant Vice President and Treasurer 1965-1968 L. Felix Joyner Vice President for Finance 1968-1995 The papers in this group are almost entirely derived from the period when William Donald Carmichael, Jr., was Controller and Vice President of the Consolidated University of North Carolina. There are a few items from the period when Carmichael was Chairman of the Committee of Chancellors and Acting President of the University in 1949-1950. There are very few fiscal records among these papers. See the North Carolina Collection for copies of the published University (System) budget and audit reports. The records of the Vice President for Finance are in twenty boxes and are divided into five subgroups.
