If anybody tried to inforce one, there would be such a mess in the courts. The USA is full of such laws as well. There are, however, enforced laws concerning international data communications in both the USA and CANADA that say data may not be routed through one country and back into another. (That stops somebody in Europe calling over telenet into datapac because this means the data is being routed through the USA) This in theory might meen that the USENET can cross the border in only one place. (This might be wrong, however, since the law I think actually says that the information can't go through one country without a destination in that country. USENET doesn't violate this.
