Gather a list of site-names and the places that they converse with, e.g. nowhere: somewhere,elsewhere,underwhere,overwhere the order of the sites in the second field would be the "effective turn-around time". This would be a judgement made by the system administrator, taking into account polling direction and frequency, baud rate, etc. Distribute this via some means (netnews) to all sites along with a program, that, for a given destination site, finds an optimal (by some list of parameters) route to that site. While this wouldn't be as visually interesting as a map, it would allow each site to prepare a "directory" of the best path to each other site, which is usually the desired piece of information. This directory would be "personalized" to the local system, and could have tweeks put in it after the program spits it out, to reflect knowledge that the program does not have. S.
